“General Assembly” describes the general assembly of TRNC Volleyball Federation
“Criminal Committee” describes the criminal committee of TRNC Volleyball
Federation
“Sports Club” describes member sport clubs of TRNC Volleyball Federation
“Sports Association” describes member sport associations of TRNC Volleyball
Federation
“Athlete” describes a licensed volleyball player who works on Volleyball branch
“Sports Department” describes the Ministry dependent department concerning
sports works.
“Volleyball Expert” describes the licensed person who took education as a
volleyball expert in the volleyball branch of a university or an equivalent
school.
“Sports School” describes the establishment that gives education and teaching
in the branch of volleyball.
“National Athlete” describes the athlete who represents Turkish Republic of
Northern Cyprus at the level of national teams in international matches.
Name of the Federation
3. The name of the federation is Turkish Republic of Northern Cyprus Volleyball
Federation.
Address of the Federation
4. The address of the federation is Atatürk Sports Complex, Göçmenköy, Lefkoşa
Aim of the Federation
5. Federation
1. It tries to improve volleyball sports without doing religion, language,
nationality, class, and political discrimination. It organizes all kinds of
activities to improve sports connections with other nations’ federations.
2. International Volleyball Federation (IVFB) organizes national and
international competitions and activities in accordance with Administrative
Law, regulations and game rules.
3. It coordinates good relationships and co operations between federation
member associations and clubs.
4. It ensures the making of encouraging and organizer regulations about
volleyball.
5. Educating trainers who will realize volleyball sports done according to
scientific principles and deciding on their trainer classes.
6. Training referees who will direct volleyball matches according to
international rules and doing examinations to determine their rating.
7. Providing match opportunities to represent TRNC volleyball abroad by doing
necessary negotiations.
8. Representing TRNC Volleyball inside and outside the country, in every kind
of organization about volleyball (auditorium/lounge, beach, and every kind of
activity that will be done).
9. Obtaining portable and immovable property to be used according to
Federation’s aim.
10. Doing necessary organizations to increase the number of licensed volleyball
players, member clubs and associations.

Federation executes its studies according to these basic principles.
Modern and Scientific Constructivity
7. It is federation’s duty to form units and establishments made by employees
at the level of required expert to ensure volleyball’s improve in a parallel
way to modern, scientific and technological improvements.
Continuity and Being Planned Principle
8. National Volleyball’s continuing its activities in a continuous process is
under control and authority of volleyball federation’s.
Generality and Equality Principle
9. It is basic to behave equally to all clubs and associations in every kind of
activities and other applications done all around the country.
Execution of Volleyball
10. Inside and outside the country, Board of Management does the execution of
Volleyball sports on behalf of the federation. No institution, establishment,
firms, company, special and judicial person and people can organize an
organization or activity apart from the federation.
Entering the Federation, Dues, Membership and Responsibilities
11.
(1) Among the associations and clubs existing in TRNC, the ones who are
interested in volleyball and the ones who have the qualifications required in
67/99 numbered Law of Physical Education and Sports can be a member of the
federation.
(2) Federation accepts the membership of the clubs and associations activating
in volleyball branch in condition they fulfil the conditions required in
administrative law.
(3) Clubs and associations that want to register to the membership of the
federation, apply to the Federation Secretary’s Office in writing. Federation
Board of Management concludes the application in 20 days and informs the
considered club and association with its reasons.
(4) The annual due of the clubs and associations is the half of the considered
year’s minimum wage confirmed by the government. This amount should be paid due
to 30 September by considered clubs and associations to the Federation
Accountancy.
(5) 50% punishment is applied to late paid member due which is not paid until
due date. The payment period of the punished member due is between the dates 1
October-31 October. The clubs and associations which do not pay the member due
between these dates can’t attend to General Assembly as well as they can’t
attend to the organizations organized by Federation and their membership is
frozen.
(6) If the clubs and organizations which didn’t pay the membership due of the
considered year want to attend leagues, they should pay 3 times of the past
year’s membership revenues/ dues as punished. After this payment they can
attend to the activities organized by the federation. Considered clubs and
associations can’t attend to that year’s activities if they pay their punished
payment while season is continuing. Clubs and associations can attend to the
activities if they pay their punished payment before the season starts.
(7) Clubs and associations unable to attend usual and unusual General
Assemblies for two times, lose their right of vote for two years in other usual
and unusual General Assemblies. In the calculation of two-year –time second
absenteeism is taken into consideration.(in principle, basically) In the usual
and unusual General Assembly meetings, number of punished clubs and
associations isn’t taken into consideration in looking for quorum.
(8) Club and association authorities and members has to obey coincide the
Administrative Law of Federation and competent Assemblies’ decisions.
Otherwise, Federation’s Criminal Committee makes penal decision about mentioned
club and association authorities and members.
(9) Considered club and association can object to the Federation Criminal
Committee in 7 days about the penal qualified decisions which Federation Board
of Management has taken. Federation Criminal Committee has to result the
decision in 10 days. Federation member clubs and associations don’t have the
right to object other posts except Federation’s competent authority.
(10) When Federation member clubs and associations do their own General
Assembly they have to inform Federation Secretary’s Office and their own
competent assemblies in writing within 15 days from the day the selection done.
Dismiss/ Extrication from the Federation
12.
(1) Clubs and associations that are proved to behave contrary to the
Federation’s aims and benefits are dismissed from the Federation membership
with 3/2 vote majority.
(2) Clubs and associations that separate or remove from the Federation lose
their all financial and other rights in the Federation.
(3) Licensed athletes committed to clubs and associations that separate or
remove from or withdrawn from the league, set/will be/are free from the date of
leave, export or withdraw.
(4) Clubs and associations withdrawn from the leagues, will be dismissed from
the membership of the federation by considering (in principle) the withdraw
date and they lose all their rights.

Formation of General Assembly
14. General Assembly is the highest decision organ of the federation. It is
consists of the Federation President and one representative of President and
general Assembly members of Federation member clubs and associations.
Federation President is the President of the General Assembly as well.
Federation General Secretary attends to the General Assembly meetings and keeps
the reports. S/he doesn’t have the right to talk or vote.
Duties and Competences of the General Assembly
15. Selecting the Board of Management President, approving Criminal Committee’s
President and members. At the end of the year, negotiating on Board of
Management’s activity report and approving it. Negotiating financial report,
interrogate and acquit. Approving Control Committee’s President and members.
Ordinary General Assembly
16. Ordinary General assembly is held every year on any day in the first week
of September.
Majority of General Assembly
17. If one more of the half of member associations’ constitutes the majority of
General Assembly can’t be formed, a 30 minute break is given. After the break,
in case at least one third of the members are ready General Assembly session is
opened. In the calculation of one third of members remainder are not
considered. In the case they can’t provide one third majorities, General
Assembly meeting is postponed to be done the following one week same day, same
time. In this case General Assembly is done without looking at the number of
existing members. After the majority is obtained in the General Assembly,
decreasing or leaving the meeting of any representative won’t affect the
meeting’s validity.
Agenda of the General assembly
18. In the General assembly’s agenda, changes can’t be done. Only agenda
articles are negotiated.
Absenteeism in General Assembly
19. Clubs and associations that do not attend to ordinary and extraordinary
General Assembly meetings for two times, lose the right to vote for two years
in the ordinary and extraordinary General Assemblies to be held.
General Assembly Decisions
20. Decisions are taken by the vote majority of the delegates attended to the
General assembly. President and every member have a vote, in case of equality;
President’s vote is counted as two.
Voting
21. Decisions except from President election is determined with open voting.
Attending to General Assembly
22. It is necessary for the president or a general assembly member authority of
clubs and associations that are going to attend to general assembly to present
a report indicating clubs and associations’ seals and General Assembly
President’s signature and representative’s name and period.
Summon to General Assembly
23. General Assembly meeting’s place, date , time, and agenda is reported in a
written form to member clubs and associations at least one week ago and it is
announced at least in a local newspaper. The notice going to be done in a
written form can also be done via fax or mail.
Vote right in General Assembly
24. In General Assembly, President, clubs and associations have vote right.
Clubs and associations to be able to vote, should participate at least one
Federation activity (formal) in a year, renew its membership until General
Assembly date and/or not be fallen from membership and there should not be a
contrary matter to article 11(5) and article 12. General Assembly’s
deliberation proceedings and decisions are signed by General Secretary and
given to Board of Management to be maintained/preserved.
Extraordinary General Assembly
25.
(1) General Assembly can be summoned to unusual meetings in important and
urgent cases.
(2) Federation President can summon clubs and associations to unusual General
Assembly on subjects concerning volleyball’s future.
(3) In unusual general assembly, subjects out of agenda are not deliberated in
any ways.
(4) On federation member clubs and associations total number’s two third’s
(2/3) written demands, and in case Board of Management finds it appropriate,
extraordinary general assembly is done at most thirty (30) days.
(5) Extraordinary general assembly agenda is prepared by President and Board of
Management.
Qualifications required in Federation President Candidate
26. Qualifications required in people who are going to apply for federation
president
(a) Being a TRNC citizen
(b) Being over thirty (30)
(c) Not been sentenced because of a disgraceful crime
(d) Being a university or an equivalent school graduate
(e) Not being in charge in member clubs and association’s active organ and not
being an active athlete.
(f) Have been served to volleyball sports as an athlete, trainer, referee or
manager at least for 10 years.
Federation President Candidacy
27. Applicants who want to be candidate for Federation Presidency should apply
to federation Board of Management Ministry in a writing at least 5 days ago.
List of people who are candidate to Federation Presidency are hang on to
federation notice board beforehand 48 hours. People who don’t have the
qualifications required for President can’t apply for presidency.
Election of Federation President
28. To be chosen as president, one more of member clubs and associations’ which
attended to General Assembly positive votes should be taken. Selected
president’s duty period is three (3) years in president election, in case no
one gets the required adequate vote, the situation is presented to general
assembly one more round. In case adequate vote is not provided again, president
election is done 15 days later between two candidate who got the highest vote
and the person who gets the highest vote is Federation President in usual and
unusual General Assembly which president election is going to be done,
formation of divan is necessary. Federation president can’t preside to ordinary
and extraordinary general assembly in which president election is going to be
done. Divan president should be an objective person chosen by Board of
Management. Board of Management also chooses two reporters among clubs and
associations which attend to general assembly. In the calculation of the
president’s duty period who is elected any time except September because of any
reason, leap months are not counted in duty period.
Discharge of Federation Presidency
29. In case president leaves the duty before completing the duty period or
presidency duty is emptied, the Board of Management’s duty finishes too.
However, Board of Management does the preparation of general assembly to be
done in 30 days, chooses the divan president and two reporters among clubs and
associations attended to general assembly
Formation of Board of Management
30. People who will be charged in Federation Board of Management shouldn’t take
part in member clubs and associations active organ. Likewise, active athletes,
referees and trainers can’t attend to Board of Management. Board of Management
consists of at least 8 at most 12 members. All the members Board of Management
except president are assigned and charged by the president.

Duties and Competences of Board of Management
31.
(1) Board of Management is the highest execution organ of the federation.
(2) A Board of Management member is considered as left in case of not attending
3 meetings one after another without any excuse and/or permission. Instead of
this member a person who the president will assign is charged.
(3) Board of Management directs the federation’s works in the frame of
authorities that Board of Management administrative law and regulations give.
(4) Board of Management is competent to make the regulations indicated in
article 44, 49,51,67,68 and other needed regulations with the aim of providing
Federation studies’ execution better.
(5) Makes the necessary changes on administrative law according to that day’s
conditions and presents them to general assembly’s approval.
(6) In case one of Criminal Committee and Control Committee members leave, it
assigns a new one. These assignments continue until the end of Criminal and
Control Committee’s duty period. There is no need for general committee to
approve these assigned new members to Criminal and Control Committee.
(7) It reports general assembly and Board of Management decisions to member
clubs and associations in writing in case of necessity. It prepares the annual
activity report to be reported to general assembly.
(8) Board of Management can providently prohibit a club, an association and an
athlete from three matches who/that commit a crime which are shown in its
Criminal Regulations and sends them to Criminal committee.
(9) Board of Management decisions are determined by vote majority. In case of
equality President’s vote is counted as two (2). Board of Management meeting is
realizes at least with three (3) people.
(10) Board of Management makes its ordinary meetings on determined dates of the
week which Board of Management determines and in intervals not longer than 15
days.
(11) When it is necessary it can gather unusually on call of president or Board
of Management members to negotiate the agenda been reason to the meeting.
(12) Duties that will be got by active members parallel to volleyball’s
improvement are determined by Board of Management.
(13) The authority that will decide on all subjects not mentioned in this
administrative law is Board of Management.
(14) All lounge volleyball, beach volleyball and activities about volleyball to
be organized in TRNC is under the control and authority of Board of Management.
No private and judicial person, establishment, firm and company, hotel and
holiday village can organize any activity about volleyball apart from the
federation.
(15) The authority to organize and apply all beach volleyball organizations to
be done in the country is belong to Board of Management.
President’s Duties and Competences
32.
(1) President represents the federation inside and outside the country in
accordance with the core of law of Physical education and Sports.
(2) S/he directs and presides to general assembly, Board of Management, Central
Referee Committee, Beach Execution Committee and all committees formed because
of administrative law and regulations. S/he applies and makes other assemblies
apply all (made) decisions.
(3) International Volleyball Federation (IVBF) does the necessary studies with
Board of Management to provide the rules application, and educate trainers and
referees.
(4) S/he signs all correspondence, licences and all other kinds of documents.
S/he summons General Assembly and Board of Management to extraordinary meeting
when s/he finds it necessary.
(5) S/he assigns new people in place of Board of Management members that
discharged because of any reason. When she finds it necessary s/he is competent
to demote Board of Management members who are proven to misuse the duty and
behave against the benefit of the federation and assign new people instead.
(6) When s/he finds it necessary s/he can call general assembly and Board of
Management to extraordinary meeting.
(7) On behalf of the federation s/he gives declarations and statements to media
and publication establishments.
(8) S/he can do changes on duties of Board of Management members when s7he
finds it necessary for volleyball’s improvement.
(9) S/he makes negotiations for good relationships with other countries and
provides foreign contact opportunities to provide volleyball’s improvement.
(10) S/he makes negotiations to provide the participation of trainers’ and
referees’ in seminars to be opened in other countries.
(11) Making negotiations and studies with Board of Management to improve the
level and facilities of beach volley.
(12) To assign the vice-president and members of Central Referee Committee,
education units vice-president and members, health Association’s vice-president
and members. For the improvement of country volleyball’s, federation president
makes changes on these associations and unit’s vice-presidents and members,
when s/he finds it necessary. Duty period of all these committee’s
vice-presidents and members is one /1) year.
(13) To chose the president and members of Control Committee.
(14) S/he can call Beach Execution Committee, Law Committee, Central Referee
Committee, Social Activities Committee and Education Committee to meeting when
s/he finds it necessary.
Duties and Competences of Vice-President
33. Volleyball federation does all the correspondences keeps the reports of the
Board of Management’s meetings, organizes all documents and files of the
federation. Organizes the registrations including federation member clubs’ and
associations’ name, address and other information and keeps them. S/he gives
information to federation about member clubs’ and associations’ studies and
problems. In the absenteeism of President represent him/her and does
President’s duties.
Duties of Accountant
34. Accountant is responsible of all financial works of the federation. S/he
keeps the financial records including income, expenses and general
expenditures, general assembly and Board of Management financial reports ready
to control of other recourses that are competent to control in the frame of
laws. S/he deposits the collected incomes to related bank or banks on behalf of
the federation.
Duties of law Works Representative
35. S/he is responsible of all legal processes of the federation. S/he provides
the following and concluding of legal processes on behalf of the federation.
S/he does the necessary legal consultancy about changes to be done in
administrative law and regulations. S/he does consultancy to president and
Board of Management in agreements and contracts to be done on behalf of the
federation.
Duties of Education and Teaching Representative
36. S/he organizes all kinds of education and teaching activities, the
federation will make. S/he gives advice to Board of Management in the election
of education unit’s members. S/he gives information to Board of Management
about the studies of education unit. S/he follows the improvements and changes
about education inside and outside the country and writes reports about the
application of improvements. S/he follows the studies of education unit on
behalf of Board of Management and controls them.
Social Services Representative
37. S/he provides the organization of federation’s all kinds of activities on
behalf of Board of Management. S/he presents his/her opinions and advices about
social activities to be done to Board of Management. S/he is responsible of the
proper execution of federation’s social activities.
Media and Social Relations Representative
38. Media and Social Relations representative is responsible of all activities.
Federation’s activities construction and organization of the results, and the
appropriate preparation of them in a way to be given to media. S/he follows the
invitations and notices to be given to media and publication establishments
regularly.
Duties of Active Members
39. Board of Management member’s duties are not limited as indicated. President
can give any additional duty he wishes to Board of Management members. In the
case of people’s to be charged in Board of Management leave from the duty
temporarily (with excuse), president assigns the people who will represent
them.Active members do the works to be given by the president and Board of
Management members.
Responsibilities of Board of Management
40. Board of Management is the highest organ of the federation which has
execution authorization. Board of Management responsibility is common and all
members are responsible towards general assembly in case of incompatibility to
this administrative law’s judgments.
Working Schedule of Board of Management
41. Board of Management members are responsible of keeping the general attitude
and agreement in the board. Members who do not agree with board’s decisions,
has to adapt the board’s decisions as long as they don’t resign from the board.
The ones in against attitude and behaviour can be demoted by the president.
Duties and Competences of Control Committee
42. Control Committee is competent to control the federation’s activities and
financial situation. Control Committee is responsible of the behaviours and
movements as a committee done during the disclosure of duties. Control
Committee can investigate the financial situation of the federation whenever it
wants/wishes. After the investigation, it gives a copy of the prepared report
to federation’s Board of Management. Other copy is kept by control Committee to
be presented to general assembly.
Formation of Control Committee
43. Control Committee’s member number consists of four (4) people. These
members are selected by the president and approved by general assembly.
President selects a president and a president assistant among members.
Federation president is competent to assign a new member in place of a member
who is not able to do his/her duty because of some reason and who doesn’t
fulfil his/her duty.
Duties and Competences of Control Committee
44.
(1)Criminal Committee consists of five people chosen by the president and
approved by general assembly. Selected members select a president and a
vice-president among themselves in the first meeting the president has a
discriminating vote in case of equality.
(2) It is a condition of at least two of Criminal Committee members’ to be
jurist
(3) In the meetings which the Criminal Committee president is absent,
vice-president undertakes the presidency duty and uses all the competences of
the president.
(4) Criminal Committee works as an independent organ and in accordance with
TRNC Volleyball Federation crime regulations, gives decisions according to
conscience opinions.
(5) Criminal Committee negotiates and decides on the objections to the penal
qualified decisions of general assembly done by member associations. Criminal
Committee evaluates the problems quoted to it by evaluating them in one (1)
week.
(6) Criminal Committee can give the punishments below to member clubs and
associations and their members and also to their licensed athletes.
a. Warning
b. Condemnation
c. Fine at the amount of considered year’s minimum wage
d. Prohibiting from the matches at least for two years.
e. Temporary right deprivation
f. Permanent right deprivation
g. Closing field punishment up to five (5) matches
(7) Criminal Committees decisions are absolute. There is no other objection
recourse for the decisions to be made.
(8) Criminal Committee has the competence to decide on the situations and
objections to be arisen in every kind of activity related to volleyball.
(9) The competence to make a decision about the objections to the punishments
given for the events happened in Beach Volley belongs to Criminal Committee.
Criminal Committee’s working procedures and basics are organized in the
regulation to be prepared.
Objection Way to Criminal Committee
45. It is a condition to give general assembly a copy of the objections to be
made to Criminal Committee by member clubs and associations. Objections to be
made to Criminal Committee, is transferred to Criminal Committee through TRNC
Volleyball Federation.
Objection Period to Criminal Committee
46. With the condition of beginning from the bulletin date, the period of the
objection to be made to Criminal Committee is between seven (7) days. All
objections to be done after this period are invalid.
Education Committee
47. it consists of three (3) members selected by the president and Board of
Management. Vice-president of Education Committee is assigned by the president.
Education Committee executes the volleyball’s education activities to be done
in the country under the control and observation of Board of Management. This
committee is responsible towards Board of Management because of its studies.
President and Board of Management assign another person in place of a member
who leaves because of some reason. Federation president can demote the
education committee president when s/he finds it necessary and assigns a new
president. Duty period of Education committee vice-president and members is one
(1) year.
Working Basics of Education Committee
48. Education Committee makes its meetings every fortnight on any day of the
week to be determined. Decisions to be made in the meetings are organized and
conceded to Board of Management. In necessary situations president and Board of
Management members attend to meetings. Decisions to be made by Education
Committee are at the quality of advice. To put the made decisions into
application is under the competence of Board of Management.
Central Referee Committee
49. Central Referee Committee consists of four (4) people. Board of Management
assigns three referees to Referee Committee among the referees bounded to the
federation. This committee’s vice-president is assigned by the federation
president. Federation president is the natural president of the Central Referee
Committee. Referees bounded to federation can’t be in charge in the activities
out of federation’s structure. Referees working procedures and basics are
organized with the regulations to be prepared. Duty period of vice-president
and members is one year.
Social Activities Committee
50. It does the social qualified activities to be organized by the federation
on behalf of the Board of Management. Social Services Committee consists of
three (3) people. Board of Management assigns three (3) people for this duty.
President assigns a person who will fulfil the duties of this committee’s as
vice-president. Social Activities Committee makes decisions about activities to
be done by meeting once a month. Made decisions are organized and report to
Board of Management. The president and Board of Management members attend to
this committee’s meetings if they find it necessary.
Beach Volley Execution Committee
51. Federation president is the natural president of Beach Volley Execution
Committee. This committee consists of 4 people. Committee’s members are
selected by Board of Management and approved by the president. President can be
demoted this committee’s members and assign new members in place of them when
s/he finds it necessary. Beach Execution Committee’s working procedures and
basics are organized in a regulation to be prepared. This committee’s members
continue their studies bounded to president.
Law Committee
52. Federation makes consultancy to Board of Management about legal subjects.
Law Committee consists of 3 people. It is a condition of two members be
jurists. Law Committee president is assigned by federation president. Committee
can be summoned to general assembly meetings by the president when it is
considered as necessary. In case of necessity Law Committee has to meet once a
month on a day they will decide on themselves.

Incomes of Federation
53.
1. Entering to membership and payment of membership renewal

Entering the Membership and Fee of Renewal
54. Clubs and associations accepted to federation membership, pay the amount of
considered year’s minimum wage to the federation as an entrance fee.
Fee of License Issue
55. Active clubs and associations pay one twentieth of the considered year’s
minimum wage for every licence they are going to obtain as licence fee to
federation.
Fee of Licence Countersign
56. Active clubs and associations pay one twenty fifth of considered year’s
minimum wage for every licence to be countersigned as countersign fee to
federation.
Non-Payment of Dues
57. In case member clubs and associations don’t pay the annual due they have to
pay, they can’t attend to activities to be organized by the fed3eration as they
can’t attend to general assembly and their membership is frozen.
Revenues
58. Every kind of revenue to be done on behalf of the federation a, carries the
seal of the federation and taken with double copied or in response to receipt.
All receipts are signed by the accountant and his/her representatives.
Competence of Revenue
59. No one has the competence to revenue except president and accountant or
competent representatives.
Maintenance of Money
60. Accountant has to not keep an amount of more than 5 percent of federation’s
annual budget more than one week and has to deposit the money to federation’s
bank account. Money can’t be taken from the bank without the signs of president
and accountant or their competent representatives.
Provisions
61. Provisions that are approved to be paid by Board of Management are done on

Payments that can’t be done without Board of Management Decision
62. Without Board of Management decision, payment can’t be done by the
president and accountant or their competent representative for expenditures
more than 100.000.000 TL
Federation’s Judicial Character
63. With Board of Management decision, on behalf of the federation president is
competent to attempt every kind of commitment that will be beneficial for
realization of federation’s aims, borrowing money, lawsuit/ trial substitution,
treatment/conduction of abandonment from the trial and do works like that.
Conditions of Pecuniary Aid
64. federation can make pecuniary aid on subjects that are believed to be
beneficial for the realization of federation’s aims and in accordance with
Board of Management decision can afford the people’s or team’s same expenditure
or in response to service.
Allocation of Foreign Contacts
65. In case appropriate financial situation is provided, Board of Management
has the competence to bring out allocation in every contacts and relationship
that federation will make abroad.
Media and Publication
66. Formal explanations and information to be given to media are given by the
representative who will be competent by the federation president or president.
Regional Representatives
67. Federation Board of Management determines the regions to be related with
volleyball matches. In every region there is a volleyball region representative
assigned by federation Board of Management. Representatives, do their duties in
the direction of Board of Management’s instructions.
Matches
68. Volleyball matches are done appropriately to international volleyball
federation’s (FIVB) game rules. Match procedures and basics are organized by a
regulation to be prepared.
Register and License
69. Procedures and basics about register and giving license and transfer works
are organized in a regulation to be prepared. None of the licensed athletes who
are registered to TRNC volleyball federation can do active sports in two
different countries in the same season.
Going to Appeal Competence of Clubs
70. To be able to bring the punishment that federation Board of Management gave
to Volleyball Federation Criminal Committee that is the appeal recourse, an
amount of one fourth of considered year’s minimum wage is deposited to
federation receipt by way of response. In the mentioned trial if clubs wins
money is returned, in case of losing money remains to the federation.
Formation of Committees
71. with the decision of Board of Management federation president can form
committees that will benefit to the realization of federation’s aims and can
take these committees presidency to his/her own responsibility or give it to a
Board of Management component that s/he will make competent.
Foreign Athletes
72. Every club and association can get license at most two foreign athletes in
adults’ category. In junior and young categories licence can’t be obtained for
foreign athletes under no condition.
Licence Issue Period of Foreign Athletes
74. An athlete who got a license in any club or association should play for two
season in the club or association S/he is bounded. After this period s/he has
the free transfer right. However, at the end of one year s/he can be
transferred if the club s/he is committed to gives letter of recommendation.
Transfer of foreign athletes is between 1 August-15 August until the finishing
of working hours. After the formal matches start, athletes who pass to TRNC
citizenship continue to be in the foreign status until the end of season.
Status and licence change realizes in the following season.
Trainers
75. People who are going to work as trainers in federation clubs and
associations has to successfully finish the trainer course that federation has
opened or courses that TR Volleyball federation has opened. Registration of
trainer documents taken from third countries by the federation is a must.
Trainers who work in clubs and associations should countersign the trainer
cards every year that they will get from the federation. People, who don’t
carry the trainer card which federation has given, can’t be in charge in
matches.
Duties of Member Associations
76. Member clubs and associations report the people who are selected to their
Board of Management by indicating their names and duties at most within 15 days
to the federation.
Letter of Recommendation
77. Clubs and associations have to determine where the athletes whose letter of
recommendation will be given pass.
Athlete Transfer Period
78. Athlete transfer period is between 1 August and 15 August. As daily period
formal working hours are considered.
Athlete Transfer, Application and Withdraw
79. Any athlete can apply to be transferred to only one association and for
only once in transfer period and if s/he wishes s/he can get back his/her
application in transfer period and turn back to his/her previous club.
Clubs Withdrawn from the League
80. Clubs and associations which withdraw from the league because of some
reason can’t attend to any activities federation will organize for two tears
considering the season they withdraw from the league. In case they pay 3 times
of punished year’s membership due, they can attend to activities federation
will organize after two years.
Athletes of Clubs which Withdraw from the League
81. if withdraw date realizes before league matches start, club’s athletes set
free and have the right to issue a licence to any club they wish. In the
withdraw which happen after the beginning of leagues considered athletes have
the right to do free transfer in intermediary transfer or normal transfer
period.
Athletes of Clubs which couldn’t have team in Upper Category
82. Athletes of clubs and associations which couldn’t have team in upper
category set free in case their age limit is up in considered category and they
can do transfer to any club they wish. Transfer time is normal transfer period
and intermediary transfers.
Intermediary Transfer
83. Clubs and associations can do transfer with letter of recommendation
between the dates 01-05 December. As daily period formal working hours are
considered.
Punished Athletes
84. An athlete whose punishment is given and/or approved by Board of Management
and/or Criminal Committee can’t do any transfer procedures in transfer period.
Likewise, athletes in this situation can’t do transfer procedures in
intermediary transfer.
Volleyball Schools
85. Every kind of volleyball school to be opened in TRNC is dependent to
federation’s permission and control. Federation doesn’t give permission to the
openings of schools whose appropriateness isn’t approved by the federation.
Opening conditions are reported by a circular to be prepared.
Beginning Date of Leagues
86. Beginning date of TRNC Volleyball Leagues start in the first week of
November on any day to be determined by Board of Management.
Athletes Summoned to National Team
87. Athletes who are invited to National teams have to do this duty. Athletes
who do not attend to this invitation without any excuse and permission sent to
Criminal Committee.
Undefined Rules
88. Board of Management is competent to decide on all subjects not defined/
mentioned in this administrative law.
Competence of execution
89. Federation Board of Management executes this administrative law on behalf
of TRNC Volleyball Federation.
Abrogate from the Validity
90. With the coming into effect of this administrative law into TRNC Volleyball
Federation abrogates administrative law from validity.
Going into Effect
91. This administrative law come into effect from the date it is published in
an official gazette.
